It's a good all-purpose lubricant. Good to keep in the garage just in case - those small bottles they sell will run you a lot more money for same oil, really.
Not a lubricant. Waster displacer, also good for dissolving gummed up grease or clearing gunk from lock cylinders, getting sticker adhesive off of things (cheaper than Goo-Gone and less smelly than gasoline/kerosene/diesel though more expensive), and a rust penetrant if you have nothing better lying around...
I suppose you could call it a lubricant to the extent that if you spray it on gummed up grease, it will liquefy and reflow the grease so it works better, but alone the film strength is too low to provide lubrication for "most" things.
