Got it on one account but haven't been able to find it on the other account. It also showed up as a banner.

Could part of the issue be the link provided here? I also got the pop-up with the/a code entered and the notice I was not eligible. I suspect the pop-up will appear on everyone who selects the "Go To Store" button but does not apply to most.
